Built to
replace an obsolete mall that was the occasional victim of flooding, the
center (built on higher ground) returned a struggling retail/medical
mall to financial viability. This was acheived by transforming the mall
into an open retail center format. Medical tenants were relocated to new
and renovated buildings, which increased the density of the development
and help maintain a diversity of uses
